As I understand SQLite3 and SQLite4 will be different at binary level. ( = breaking compatibility )

- "SQLite4 strives to keep the best features of SQLite3 while addressing issues with SQLite3 that can not be fixed without breaking compatibility"

But according the mbtiles-spec 1.2 spec

"Tilesets are expected to be valid SQLite databases of version 3.0.0 or higher"

imho: the "or higher" can be misinterpret as a non compatible SQLite4 version.

so my proposal - define more clearly the SQLite3 compatibility.
