As I understand SQLite3 and SQLite4 will be different at binary level. ( = breaking compatibility )
But according the mbtiles-spec 1.2 spec
imho: the "or higher" can be misinterpret as a non compatible SQLite4 version.
so my proposal - define more clearly the SQLite3 compatibility.
