Window padding #22

@dnomadb @perrygeo we agreed that the MP pool's manager would pad windows before the workers mask them, right? How configurable does the padding need to be? Specifically, would it be a command line option?

Y, i think that would be preferable.

A goal of this module, in my mind, is easy interchangeability between the nodata functions - even if this particular method does not require padding, we may want to use another one that does.
