Flag changes on higher level admin boundaries #212

In this changeset https://osmcha.mapbox.com/changesets/56644529 the user deleted a level 3 admin boundary. We should flag all changes on state, country and supra-national borders.

I would suggest that

Be considered as potentially dangerous.
