Replacing shelf-pack with potpack as the packing algorithm

Switching from @mapbox/shelf-pack to potpack, as recommended in https://github.com/mapbox/spritezero/issues/63#issuecomment-549864465

Also switches from deprecated queue-async to d3-queue.
