Upgrade vulnerable and deprecated dependencies #94

Addresses several deprecations and security vulnerabilities.
Drops support for nodejs 10
Add overhead for tests (had this timeout / oom on a latest-gen Ryzen otherwise)

Since removing nodejs 10 support is a breaking change, bump to version 9.

Note that ideally svgo should still be updated. Tracking that separately in #93 .
