Bump to python 3.9 #51

Maybe silly? Seems like it would be useful to at least have Travis looking at a recent python.

Local tests pass. @pratikyadav Is it worth hooking this up to gh-actions as well?

I don't have strong opinions on travis vs gh-actions. Maybe for this repo's development rate it's probably fine to keep using travis.
