Adds the template section for 3.0

@GretaCB similar to my comment in https://github.com/mapbox/tilejson-spec/pull/44#issuecomment-388977597 should we add a note about how interactivity for GL-based maps is not represented in the TileJSON specification?

Added a checklist item in #36 to note how interactivity relates to UTF-grid maps only, not GL-based maps. Going to merge this into 3.0!
