The purpose of this PR is to update dependencies that are flagged as vulnerable by npm audit (specially minimist). My build environment was Windows, so some of the tests failed because of drive letters used in Windows environment were mistaken for tile live protocol.
So part of the PR, I also fixed the tests and tilelive to not recognize drive letters as protocol (e.g. C:).
