Preferring unix downloads #2

305f9ad846b2ecb moves to preferring .tar.gz or bz2 files over the .zip that are sometimes offered specific to windows. @BergWerkGIS feel free to revert these right back if they will not work. The reason I want to try to prefer the unix source files is because I already mirror them for fast/consistent downloads at http://mapnik.s3.amazonaws.com/index.html?path=deps/.

great. I've started updating scripts that expect .zip as I go but there will be more that this change broke (sqlite comes to mind).
