new File not supported in Safari/IE #13

"FileConstructor is not a constructor", https://stackoverflow.com/questions/30727052/file-constructor-in-ie-and-safari.

Used to create file from example data downloaded as a blob.

Workaround: Use the blob directly and add name as a dynamic property instead.
