SetExtent Plugin #13

Feature added in commit 9e3f683af42f4e1a7521b9b03ebc8a70dceced93

Blueprint auto-loader added, along with hookups to add js and css static files to the main scribeui template. I added a tutorial to the wiki on how to create a new plugin:

The feature does not work in standard mapfile, I am not closing the ticket yet.

Finished in 0af3ef8467f51b041f32cbea54c5bd77c75bafa4

This fixes the issue with the close button, and also made the plugin compatible with standard mapfile.
