Update dependencies #580

Motivation

Keep dependencies up to date.

Contribution

Update dependencies and dev dependencies for lib.

Do not update to Typescript 5.x for now because of Typedoc generation issues.

Test Plan

yarn prepare
yarn test
yarn start
