[Documentation] `Docusaurus` instantiation

  • Created base Facebook Open Source Docusaurus instance
  • Introduced scripts/documentation.py, for moving generated markdown files from sphinx -> docusaurus
  • Formatting issues in markdown fixed
  • New documentation generated, visible, and working with Docusaurus

Most of the greens are due to the docs/ folder being added.

Purpose
