Introduces a tag line in every *.py file for dealing with copyright, with the string,

# Copyright (c) Facebook, Inc. and its affiliates. (http://www.facebook.com)

Changes README to introduce LICENSE, CONTRIBUTING, and 'CODE_OF_CONDUCT'.

This will close #81.
