MVP functionalities

Notion of "mod" on a user
Ability to ban user
Ability to add/remove tag
Ability to pin/unpin post

Complete so far:

[x] Moderator + administrator roles. Admin can promote to moderator.
[x] Ability to ban users
[ ] Ability to add/remove tag
[x] Ability to pin/unpin posts
[x] Ability to lock/unlock posts
[x] Ability to remove single posts
[x] Ability to delete whole threads
[ ] Ability to delete images and ban them
[ ] Ability to enforce posting cool down
