Layers list: The order #431

From one of the users:

Cartographers consider layers from top to bottom...and conceptually think of them in a similar way to acetate sheets. They put one layer on top of another….bottom to top.

With Maputnik, this is not intuitive. The bottom layer is at the top in the UI. Furthermore, the layer folks are most likely to change when working with maps is the top layer...as that often has overlaid data that is being customised.

Furthermore, currently if there are MANY layers then folks have to scroll to discover a layer they have just added.

How do you feel with the idea of changing the order?

Question, what do other geographical apps do? ArcGIS, QGIS, etc....

ArcGIS, QGIS and another GIS named Whitebox GAT are all using layer order top to bottom as requested here, so using this order also in Maputnik makes sense to me.
