Issue warning for ressources/indicator names already registered instead of error #220

When a ressource or indicator is added to the register an error is thrown if an object with the same name is already registered. To ease the development process (e.g. via devtools::load_all() it is favourable to throw a warning and overwrite the exisiting resource/indicator.
