tests for loading plugins and icons from unicode paths on windows #275

274 covers fonts indirectly but need coverage of plugins and icons (at least).

517 exposed (and fixed) support for loading SVG symbols at unicode paths for windows. And now we have tests thanks to @BergWerkGIS

@BergWerkGIS - can you think of other testing coverage we are missing?
