Create `mapping_set_reference` endpoint #46

Extend the LinkML MappingSetReference, and add everything needed.

mapping_set_title needs to find first in the mapping_set, if not add in the mapping_set_reference

Instead of creating this endpoint, we prefer creating a sub API for the UI needs.
