Correct percentages for counties that vote together #106

These counties vote together (there may be more, this is not a comprehensive list):

OH09 AL: Scioto and Adams TN09 D2: Anderson, Knox, and Roane TN09 D2: Claiborne and Grainger TN09 D2: Cocke and Jefferson TN09 D3: Davidson, Rutherford, and Williamson TN09 D3: Dickson and Robertson TN09 D3: Jackson, Smith, Sumner, and Wilson TN09 D3: Montgomery and Stewart PA10 D5: Clearfield and Centre PA10 D5: Potter and Lycoming

Currently, only the percentages for one of the counties in a set is recorded in counties-parties. Filling in percentages for all counties in the set will make it easier to resolve #105.
