In previous situations like this we have left one county blank (the smaller) and included a note that the two counties votes were reported together.

In OH18, NNV reports Sandusky and Seneca counties as one unit and footnote 3 states that “Many newspapers list “Sandusky and Seneca.” Seneca County was created out of Sandusky County in 1820, but it was not organized with an official county government until 1824, and, until then, all votes were counted with the votes from Sandusky County.” However, AHCB has them as two separate geographies/counties.

I added the data under Sandusky county in OH18 and made a note in the Map Text Google doc.
