Add Data from 10th Congress #79

Files affected: congressional-candidate-totals.csv, congressional-counties-parties.csv States added: CT, DE, GA, KY, MA, NC, NH, NJ, NY, OH, PA, RI, TN, VA, VT State skipped: SC

CT lacks county returns, but all of the candidates were Federalist. PA District 5: Clearfield County votes with Centre County Potter County votes with Lycoming County

@DanielKim1 Looks like you've been very thorough and made the changes to dissenting republicans already, both in the data and in the column headings.

@jfbratt Could you please double check that list of Dissenting Republican names that we went through to make sure that they have all been changed?

@jfbratt Could you please also add this to the file for PA10?

PA District 5: Clearfield County votes with Centre County Potter County votes with Lycoming County

Once you've had a chance to look over it you can merge this in.
