Issue80 #85

Marks all unopposed candidates as unopposed. Does not backfill returns for counties with unopposed candidates, so issue 80 should remain open.

Other fixes (all in congressional-counties-parties.csv):

SC05: add returns for Pinckney and Washington Counties GA06: add returns for Washington County KY06: add returns for District 2 NC06: add returns for District 8 NJ06: D5: backfills Cape May County TN06: backfills Blount, Cocke, and Sullivan Counties VA06: D6: backfills Campbell, Halifax, and Pittsylvania Counties

@DanielKim1 I've merged in these changes so that I can update the maps, but let me know if there is more to be done on #80.
