The NNV page is very misleading. But looking at the XML file (and confirmed by the district boundaries) it's clear that the seventh district in PA for the seventh Congress is just Lancaster County. So the district totals should be

Republican 1927
with the corresponding percentages. This change needs to be made to the congressional-counties-parties.csv as usual but also the congressional-counties.csv which has candidate level data.
