LA 16 Special Election vs. General Election #63

Currently for the LA 16th Congress, we are showing/using this NNV data: https://elections.lib.tufts.edu/catalog/tufts:la.uscongress.1818 Even though this is the correct election year, the data shown at this URL seems to represents a special election that elected Butler to take the place of Robertson in the 15th Congress. According to CongBio Butler was "elected as a Republican to the Fifteenth Congress to fill the vacancy caused by the resignation of Thomas B. Robertson" and was "reelected to the Sixteenth Congress." There is no NNV data for a general election in 1818 to "re-elect" Butler, although we know he was elected again. I think it is kind of deceptive to pass this data (representing the special election to finish the term in the 15th congress) off as the normal 16th Congressional election and use the vote totals, candidates, etc. on the map page for the 16th (even though the results of both elections are the same, ie. Butler is elected). How would we like to proceed?

@jfbratt will check if there is actually anything for LA 16 in NNV.

NNV does not contain the data for GA16 general election. @lmullen Do we omit the map completely?

lmullen commented 6 years ago

We should do what we do for, e.g., Connecticut: a blank map. Can you remove the data then we will see what we are left with?

Can do. Should I completely remove the candidate table data or just update it to match CongBio?

lmullen commented 6 years ago

You can update it to include CongBio. Just because we can't map it doesn't mean we can't report who won, if that makes sense.
