National Maps: Include Lame Duck Election in 12th National Map? #99

LA became a state on 4-3-1812 (in the middle of the 12th Congress), and we have included data for LA’s lame-duck election to the second half of the 12th Congress in the MEAE dataset.

At the state level, however, we had not included a map for LA12. Instead, on the LA13 page we mention LA's lame duck election to the 12th Congress and provided a link to the NNV data. Currently, the National Map for the 12th Congress shows the LA12 data. This doesn't fit our pattern of having the national map match the individual state maps.

For other states that have entered the union during a Congressional session and voted during the session to fill their seats (ex. IN14, IL15, etc.), we have included those states/elections on both a state map page and on the national map.

Should we include the LA12 data in the 12th Congress National map? (And maybe even add a state-level map for LA12?) Or filter/remove the LA12 data out of the 12th National Map?
