Example https://maproulette.org/browse/challenges/5254 has no open tasks but still appears in a search https://maproulette.org/browse/challenges?query=rheinland

It used to be that when a challenge was rebuilt via overpass but there were no results, the challenge would end up with no tasks but not actually marked as finished, so we could end up with these open challenges with no tasks. That was fixed in v3.7.0 going forward, but not applied retroactively.
