In Quick Fix challenges, have multiple choice decisions

Perhaps best explained with an example. Consider a potential challenge that has the mapper decide if a pedestrian crossing should be marked or unmarked. This can be easily seen from aerial imagery in most cases. Currently, we can only suggest one outcome. An enhancement to this type of challenge would be to have the mapper choose between a discrete and predetermined set of outcomes, based on which the tags would be set. This could be implemented as a custom set of action buttons settable by the challenge owner.

Some other scenarios:

• Decide number of lanes on a road
• Does this road segment have a bike lane / sidewalk
• Crossing ways without bridge or tunnel, decide which one should get layer=1
• Estimate the width of this trail 0.5 / 1 / 1.5 meters
• Does this parking lot have handicapped spots

Questions / discussion:

• Should Multiple Choice be the only option for tagging QF?
• What form should the UI take? Dropdown for choices?
• How to consistently visualize for the mapper what changes will be applied to OSM (either as diff or as raw XML)?
• How many choices to allow?
• Do we offer a 'Just take me to my preferred editor instead' bail out?
• Do we continue to allow free form tag edits?
• How do we handle multiple tag changes? (one choice for each tag or each choice is a set of changes? Or not allow at all?)

This is potentially a larger change of how Quick Fixes (can) work.

I think it has merit even though we haven't seen activity here. I am adding the considering and discussion labels to surface this issue for consideration in a future release.
