Town labels disappearing to quickly when zoomed out #4304

In regions without large towns, when zoomed out often no towns are labeled at all. This forces the user to zoom in and out constantly to locate the towns around. Attached is a screenshot of Seu d'Urgell in Catalunya, one of the larger towns in the regions, yet still is is not visible at a moderate zoom level.

Notice that the much smaller village of Juberri (In the north) is rendered in both screenshots.

I noticed this before, but thought it had got better. Have you got the latest version?

I have the latest version now, and it seems to have gotten a bit better, yet it is still there. To me it looks like a problem of prioritazation of which label should be drawn, in this attached screenshot the bus station ate the town label.
