Tutorial create page -> Create unfilled tutorial creation pages #857

Description

We need to create unfilled tutorial creation pages for each project type. The state of these pages are that, the user is in the Create New Tutorial page and has selected the Project type, but the fields are yet to be filled. Pages are required for;
