Check-in with inactive chapters #91

We've got many chapters going back to 2014 that are on the books but have yet to hold events or haven't for some time. Compile a list of these and inquire if there's something they need . Some of these have yet to accept their Slack invite, customize their webpage, grab a twitter handle (which is optional), etc.

I'd love to figure out some sort of systematic way of contacting these folks and getting an update. I can tackle this after SOTMUS.
