This task is part of what was suggested as a separate project, so please don't work on it, unless you want to do the project as announced on the UCL website.

web2py might be an option for setting up a forum system (if I got the whole concept what is needed right).

what I personally found interesting:

web2py vs joomla: http://vschart.com/compare/web2py/vs/joomla , which mainly states it's fully python-based and fully scalable web framework

web2py-based forum example: http://pyforum.org/pyforum/default/index, source code is included

I think web2py might conflict with webpy (not sure, but webpy certainly tries to control the whole web server). I haven't done the research, but thought that forum would be one of the examples that any platform would have. Now when I tried to search for it, I realized that it is difficult to find examples, because Google gets "web.py forum" the wrong way :)
