Adds linting for new sample app module written in Kotlin

Adds ktlint gradle plugin
Updates circle to add another container and circle.yml to run new sample app lint and tests in separate container
Updates all .kt files to fix linting errors
Customizes ktlint rules in .editorconfig

Closes #490
