add reference to March 2017 basemap API key changes #252

We need to discuss. We should keep the technical documentation only as what exists at this moment (just the facts), and do future announcements in blogs, emails, and other communications.

Let's remove the date because the ability to have an API key is available now and this encourages people to use API keys sooner. Including a future date could make people think there is not even functionality to add the API key until March (which was my initial thought from this and a heading of "required soon" section of the blog).

Blogs and other communications can be the source of information on grace periods and dates when enforcement will occur.
