Libpostal and Mapzen Places (WoF) have updated limits, effective October 1, 2017. Do not merge until then.

This updates the doc for those limits, as well as fixes some inconsistencies on the page.

Note - should also roll in 512 if announced by then.

After discussion, no real changes are needed for vector tiles (it's complicated).
