adding in ga events for downloads #173

this uses the format proposed in https://github.com/mapzen/data-pages/pull/7/files

Is this actually a good idea? Should we use the old version?

Can you say more about the difference between this and the older version? They'll live in parallel for a little while.

…oh have you tested this btw? The JS snippet with {{ metro.name }} looks like it’s generating an unquoted string.
