Update the Metro Extracts doc to reflect new site #208

We need to update the contents of the Metro Extracts documentation to reflect the new workflow for downloading popular extracts and making custom ones.

We also should deprecate the files in https://github.com/mapzen/metroextractor-cities and make a copy of the docs here. If the file names are the same, it should not break links (however, we might need to split up or add topics anyway). Doing this will require some work in the docs generator config to use a different path.
