When a user is interacting with product navigation, main nav state should not change #1

  1. If main nav is displayed when user clicks on a product nav item, the main nav scrolls away
  2. If user clicks on product nav to take them back to top of page, main nav either scrolls into place (if not already there) or it scrolls away then scrolls back immediately afterward

This creates a situation where the button hotspots move out from underneath the user's mouse unexpectedly (and other things could move into place) and then the user ends up clicking things they didn't want or misses something else they're trying to click
