Teams integration #28

This will make notifications for the Microsoft Teams channels about ETL pipeline events.

Hi Vaaceph, this looks very good.

@jankatins also worked on making event handlers configurable (https://github.com/mara/data-integration/pull/27). I'd say we get that one into master first and then try to adapt your PR to this.

@martin-loetzsch, @jankatins I merged the latest code changes of @jankatins with my code and did some refactoring as mentioned by @jankatins. Could you please take a look at it again?
