Refactor hierarchy (move all notes under different parent) #5

Refactoring a hierarchy should be an action. While invoked it should show the window highlighting all the changes it's about to make to confirm them.

Todo:

[x] implement the hierarchy change functionality in the note management engine
[x] create change confirmation dialog
[x] create an action tying all together
