xml-security-c 2: fix mac os and windows builds #2

The xml-security-c-2 branch updates the dependency version from xml-security-c 1.7x to xml-security-c 2. However, the windows and Mac OS build scripts are still expecting 1.7 (different versions of it, actually).

I don't have the means or the inclination to test and fix the support for those platforms. If anyone around has it... please, go ahead!

Alternatively, ifdef most of these changes, wrapping them on an: #if _XSEC_VERSION_FULL >= 20000L maintaining compatibility with both old and new versions.
