Make hosts table clearer to read #93

There is actually a distinction between build-only hosts (presumably localhost), substitute-only hosts (all https hosts) and "both" hosts (ssh builders). Maybe we can use this to make the hosts table easier to grasp.

Users noted that they thought the different rows might be duplicates because their distinction was unclear.
