I looked through the issues and didn't see this reported. Here is what I just replied to some people here https://www.phpbb.com/community/viewtopic.php?p=13903296#p13903296 who have seen the same issue.
"For some reason it disables the option "Attach a signature (signatures can be altered via the UCP)". To fix you have to choose "Full Editor & Preview". Then go down and re-enable the signature option.'
