UUID Wiki needs to be rewritten #123

to reflect the new ID formats.

It would also be useful to separate the requirements from the guidlines.

For example, a photo ID can be absolutely anything - ts4isha doesnt care.

However, transcript filenames (to be imported) should be prefixed by the
corresponding media ID which in turn should be prefixed by the event type id.

The guidelines can be written in a separate part of the doc.
