Paragraph splitting should possible without text editing privileges #158

Allow a user (with markup privileges) to select part of a paragraph, and
split it based on the selected text - using a "split" function from the menu.

The function should only be enabled if the selection defines exactly two
partitions of the paragraph (i.e. the selection should either start at the
beginning of the para, or reach till the end of the para)
