Chicago data cleaning/duplicate upc solution #54

cleaned a couple of data categories for chicago, but then re-discovered and solved the duplicate upc problem. Merging this branch. Going to open another branch where we will re-do all data cleaning files to include Chicago and include the duplicate upc solution. @marcdotson
