ESP32 S3 Precompiled #18

Using the newer ESP32 S3 does not have any precompiled code.

Initial error: Precompiled library in "c:\Users\ms\Documents\Arduino\libraries\ML_SynthTools\src\esp32s3" not found

I've added the library for esp32s3 recently. Unfortunately I do not have any ESP32 S3 board to test its functionality. Hope it works
