Compile error #1066

I want compile this plugin with maven with command "mvn clean package" but get error: http://prntscr.com/f60y9c I installed the PermissionEx plugin but get error of opening zip file. What to do?

Sry for my bad English, I'm Brazilian.

Sorry for the spam. I translated the language file and an error occurs. When it generates the file, the accents are compatible, the plugin works correctly. When the server reboots or the plugin updates, it starts giving errors in the console and the plugin stops working. The error is as follows:
