Precious Stones bug #1076

I have a bukkit server, and I tried putting precious stones plugin

but for my players/members whenever they put the protection it does nothing just a normal block, but if on OP mode it works. ( I gaved them permission )

I couldn't find a way to solve this.. server uses 1.12 bukkit.
