Players who are not allowed in a city protection can still extinguish fires inside the city protection, for example in a fireplace :/ I put the relevant part of config.yml and permissions the player has here:

By the way, I've been trying to break preciousstones build #568 on my 1.9 test server - so far it's holding up pretty good :+1:
